News Haveli, नई दिल्ली। (New Cashless Treatment Scheme) केंद्रीय सड़क परिवहन और राजमार्ग मंत्री नितिन गडकरी (Nitin Gadkari) ने सड़क दुर्घटना पीड़ितों (Road Accident Victim) के लिए कैशलेस इलाज की एक नई स्कीम की घोषणा की है। उन्होंने बताया कि सरकार देशभर में सड़क दुर्घटना पीड़ितों के लिए कैशलेस या नकदी-रहित इलाज के लिए मार्च तक संशोधित योजना लाएगी। यह स्कीम दुर्घटना के 24 घंटे के भीतर पुलिस को सूचित करने पर पीड़ित के इलाज का खर्च 7 दिनों तक या अधिकतम 1.5 लाख रुपये तक वहन करेगी। हिट एंड रन (Hit and Run) मामले में मौत होने पर मृतक के परिवार को 2 लाख रुपये मिलेंगे।
नितिन गडकरी ने कहा, “मंगलवार को सड़क सुरक्षा पर बड़ी बैठक हुई जिसमें सुरक्षा उपायों पर जोर दिया गया। सभी ने मिलकर तय किया कि हम सड़क दुर्घटनाओं में हो रही मौतों को कम करने की कोशिश करेंगे।”
दरअसल, नितिन गडकरी ने मंगलवार को कई राज्यों के परिवहन मंत्रियों के साथ बैठक की। इस दौरान उन्होंने सड़क सुरक्षा, पुराने वाहनों को स्क्रैप करने और भारत के ऑटोमोबाइल उद्योग के विकास पर भी रोशनी डाली। उन्होंने कहा, “हमने कुछ राज्यों में इस कैशलेस प्रोजेक्ट का पायलट किया था। हमें योजना में कुछ कमजोरियां दिखीं। हम उन्हें सुधार रहे हैं और यह निश्चित रूप से फायदेमंद होगा।”
सड़क दुर्घटनाओं के दिल दहला देने वाला आंकड़े
भारत में सड़क दुर्घटनाओं (Road Accident) के आंकड़े गहरी चिंता में डालने वाले हैं। इसके मद्देनजर नितिन गडकरी ने सड़क सुरक्षा को सर्वोच्च प्राथमिकता बताया। साथ ही चिंता जताई कि 2024 में सड़क दुर्घटनाओं में 1.8 लाख लोगों की जान गई। इनमें से 30,000 लोगों की मौत हेलमेट न पहनने के कारण हुई। मरने वालों में 66% लोग 18 से 34 साल के युवा थे।
10 हजार बच्चों की मौत
केंद्रीय सड़क परिवहन और राजमार्ग मंत्री ने कहा कि स्कूलों-कॉलेजों में खराब एंट्री और एग्जिट पॉइंट्स के कारण 10,000 बच्चों की मौत हुई है। बिना ड्राइविंग लाइसेंस वाले लोगों के कारण होने वाली दुर्घटनाओं में लगभग 3,000 लोगों की जान गई। केंद्रीय मंत्री ने ड्राइविंग ट्रेनिंग सेंटर की कमी और देश में 22 लाख ड्राइवरों की आवश्यकता पर भी जोर दिया। उन्होंने कहा, “हमारी बैठक का महत्वपूर्ण एजेंडा ड्राइविंग ट्रेनिंग सेंटर था। हमारे देश में 22 लाख ड्राइवरों की कमी है। हमने इस पर एक नई नीति भी बनाई है।”
पुराने वाहनों को स्क्रैप करने के फायदे गिनाए
नितिन गडकरी ने पुराने वाहनों को स्क्रैप करने के फायदों पर भी प्रकाश डाला। उन्होंने कहा कि स्क्रैपिंग से ऑटोमोबाइल सेक्टर में जबरदस्त बढ़ोतरी होगी क्योंकि एलुमीनियम, कॉपर, स्टील और प्लास्टिक को रिसाइकल किया जाता है। मारुति सुजुकी का स्क्रैपिंग सेंटर इनमें से कुछ पुर्जों का निर्यात जापान कर रहा है। टायर पाउडर को बिटुमेन में मिलाया जा रहा है। इससे एक सर्कुलर इकोनॉमी बनेगी और देश में रोजगार के अवसर पैदा होंगे। केंद्रीय मंत्री ने बताया कि टायर पाउडर को बिटुमेन में जोड़ा जा रहा है। इसलिए यह एक सर्कुलर इकोनॉमी बन जाएगी। स्क्रैपिंग नीति देश में और अधिक रोजगार पैदा करेगी। केंद्र और राज्य सरकारों को इससे कुल मिलाकर 18,000 करोड़ रुपये का अतिरिक्त जीएसटी मिलेगा।
दुनिया का तीसरा सबसे बड़ा ऑटोमोबाइल उद्योग
नितिन गड़करी ने बताया कि भारत का ऑटोमोबाइल उद्योग चार महीने पहले जापान को पीछे छोड़ते हुए दुनिया का तीसरा सबसे बड़ा उद्योग बन गया है। 2014 में सरकार के नरेंद्र मोदी सरकारी के कार्यभार संभालने के समय ऑटोमोबाइल उद्योग का आकार 7 लाख करोड़ रुपये था जो आज बढ़कर 22 लाख करोड़ रुपये हो गया है।
