नई दिल्ली। (S Jaishankar Attack on United Nations) अमेरिकी समेत तमाम पश्चिमी देशों को समय-समय पर खरी-खरी सुना देने वाले भारत के विदेश मंत्री डॉ एस जयशंकर ने अब संयुक्त राष्ट्र (United Nations) को भी आइना दिखा दिया। जयशंकर ने संयुक्त राष्ट्र के होने और उपयोगिता पर ही सवाल उठा दिए। संयुक्त राष्ट्र की तीखी आलोचना आलोचना करते हुए उन्होंने कहा कि यह एक पुरानी कंपनी की तरह है जो पूरी तरह से बाजार के साथ तालमेल नहीं बिठा पा रहा है, बल्कि जगह घेर रहा है।

एस जयशंकर (S Jaishankar) ने कौटिल्य आर्थिक सम्मेलन में बातचीत के दौरान संयुक्त राष्ट्र को निशाने पर लिया। उन्होंने कहा कि दुनिया में दो बहुत गंभीर संघर्ष चल रहे हैं। ‘‘ऐसे में संयुक्त राष्ट्र कहां है, अनिवार्य रूप से मूकदर्शक बना हुआ है।’’  भारतीय विदेश मंत्री ने बदलते वैश्विक परिदृश्य में संयुक्त राष्ट्र की भूमिका पर पूछे गए एक सवाल के जवाब में इस विश्व निकाय के बारे में आलोचनात्मक दृष्टिकोण अपनाया। द्वितीय विश्वयुद्ध के बाद 1945 में स्थापित इस विश्व निकाय में शुरुआत में 50 देश थे जो अब बढ़कर लगभग चार गुना हो गए हैं।

भारतीय विदेश मंत्री जयशंकर ने कहा, ‘‘संयुक्त राष्ट्र एक तरह से वैसी पुरानी कंपनी की तरह है जो पूरी तरह से बाजार के साथ तालमेल नहीं बिठा पा रही है लेकिन जगह (जरूर) घेर रही है। जब यह समय से पीछे होती है, तो इस दुनिया में आपके पास स्टार्ट-अप और नवाचार होते हैं, इसलिए अलग-अलग लोग अपनी तरह से चीजें करना शुरू कर देते हैं।’’

एस जयशंकर ने कहा, ‘‘आज आपके पास एक संयुक्त राष्ट्र है, लेकिन इसकी कार्यप्रणाली अपर्याप्त है, इसके बावजूद यह अब भी एकमात्र सर्वमान्य बहुपक्षीय मंच है।’’ उन्होंने कहा, ‘‘लेकिन, जब यह प्रमुख मुद्दों पर कदम नहीं उठाता है तो देश अपने तरीके से रास्ते तलाश कर लेते हैं। उदाहरण के लिए पिछले 5-10 वर्षों पर विचार करें, शायद हमारे जीवन में सबसे बड़ी बात कोविड थी। कोविड पर संयुक्त राष्ट्र ने क्या किया? मुझे लगता है कि इसका उत्तर है- बहुत ज्यादा नहीं।’’

एस जयशंकर ने कहा, ‘‘आज विश्व में दो संघर्ष चल रहे हैं, दो बहुत गंभीर संघर्ष, उन पर संयुक्त राष्ट्र कहां है, वह केवल मूकदर्शक बना हुआ है।’’ उन्होंने कहा, ‘‘जब बात बड़े मुद्दों की आती है तो आपके पास कुछ करने के लिए सहमत होने के लिए एक साथ आने वाले देशों का एक बढ़ता हुआ समूह होता है।’’ विदेश मंत्री ने इस संदर्भ में भारत-मध्यपूर्व-यूरोप आर्थिक गलियारा (आईएमईसी), वैश्विक साझा हितों की देखभाल के लिए हिंद-प्रशांत क्षेत्र में क्वाड, अंतरराष्ट्रीय सौर गठबंधन (आईएसए) और आपदा-रोधी अवसंरचना गठबंधन (सीडीआरआई) जैसी पहलों का उदाहरण दिया।

“गैर-संयुक्त राष्ट्र इलाकों का हो रहा विकास”

उन्होंने कहा कि ये सभी निकाय संयुक्त राष्ट्र के ढांचे से बाहर हैं। जयशंकर ने कहा, ‘‘आज, संयुक्त राष्ट्र बना हुआ है लेकिन तेजी से गैर-संयुक्त राष्ट्र क्षेत्र का विस्तार हो रहा है और मुझे लगता है कि इसका असर संयुक्त राष्ट्र पर पड़ रहा है।’’ भारत बदलते समय के अनुरूप संयुक्त राष्ट्र और संयुक्त राष्ट्र सुरक्षा परिषद में सुधार की मांग करता रहा है।

पाकिस्तान के साथ किसी भी द्विपक्षीय बातचीत से इनकार

जयशंकर ने श्रीलंका जैसे अपने पड़ोसी देशों के साथ-साथ अन्य देशों की मदद के लिए उठाए गए कुछ कदमों की चर्चा की। शंघाई सहयोग संगठन (SCO) के शिखर सम्मेलन में भाग लेने के लिए अपनी आगामी पाकिस्तान यात्रा के बारे में पूछे जाने पर उन्होंने फिर से अपने पाकिस्तानी समकक्ष के साथ किसी भी द्विपक्षीय बातचीत से इनकार किया। उन्होंने  कहा, “मैं वहां (पाकिस्तान) एक खास काम, एक खास जिम्मेदारी के लिए जा रहा हूं। चूंकि मैं अपनी जिम्मेदारियों को गंभीरता से लेता हूं इसलिए मैं एससीओ मीटिंग में भारत का प्रतिनिधित्व करने के लिए वहां जा रहा हूं, और बस यही करने जा रहा हूं।”
